The 3rd Eye Civic Defense Institute is spearheaded by Dr. Ria Chetty, Ph.D., an acclaimed policing expert, academic, and advocate for systemic reform. Dr. Chetty's authority is rooted in a unique blend of on-the-ground professional experience and rigorous scholarly research. Her doctoral research at Tshwane University of Technology (where she was the sole Doctor of Policing graduate in Autumn 2025) focused on the social identities and self-efficacy of South African female police leaders, championing inclusive leadership models. This groundbreaking work is reflected in her authored papers: “Gender Inequality and Discrimination in Law Enforcement” and “Breaking the Blue Ceiling.” Furthermore, her master's Thesis (cum laude, 2021) explored the effectiveness of road safety advocacy messages in Durban, linking theory with practical public safety challenges.
